An inquest into the deaths of five people .. killed when a section of the Old Pacific
Highway collapsed north of Sydney last year .. has been told the road had been sinking
for some time.

The inquest at Sydney's Central Local Court's heard from a witness at the scene ..

who says he heard a screech of brakes and saw a car driven by 30-year-old ADAM HOLT disappear
into a hole in the road.

Mr HOLT .. his 29-year-old partner ROSLYN BRAGG .. their daughters two-year-old MADISON
and three-year-old JASMINE .. died along with Ms BRAGG's nine-year-old nephew TRAVIS last
June.

Deputy NSW coroner PAUL MACMAHON has been told the roads authority knew as early as
1984 that corrugated steel pipes supporting the road were corroding .. and failed to act.

Similar culverts collapsed on the NSW south coast between 12 and 15 years after being built.

Gosford City Council assumed responsibility for the road in 1995 .. observing at the
time it might be accepting a liability rather than an asset.

In a memo dated July 2004 the council acknowledged the corrosion.

The hearing continues.

SYDNEY, April 25 AAP - They are diggers of different ages, veterans of desperate wars
in disparate places, brought together in central Sydney for a single purpose: to honour
those who've made the ultimate sacrifice.

Sydney's Anzac Day dawn service is due to get underway at 4.30am (AEST) on Monday at
Martin Place, with Major General David Morrison, Commander Forces Command, delivering
the main address.

For the second year in a row the service looks set to be affected by heavy rain, with
organisers saying they expect several thousand people to attend.

Numbers may be down slightly because of the poor weather.

The dawn service begins for the city a day of sombre reflection and the celebration
of a spirit which, 96 years on from Gallipoli, continues to define two nations.

Darkness still cloaked Martin Place when the first servicemen, their relatives and
members of the public arrived early on Monday.

Many people were forced to run for cover in nearby doorways to escape the driving rain,
or were dressed head to toe in waterproofs and clutching umbrellas.

Among the dignitaries due to attend the service is NSW Premier Barry O'Farrell.

Australia's most recent recipient of the Victoria Cross, Corporal Benjamin Roberts-Smith,
is also expected to be present.

Later in the day he and 20,000 current and ex-service personnel will march through
the CBD to the Anzac memorial in Hyde Park.

There, acting state president of the NSW Returned and Services League of Australia
(RSL) Bob Crosthwaite will lead a commemoration service at 12.30pm (AEST).

At 8.30am (AEST) government representatives and consular staff representing countries
around the globe will lay wreaths at the Martin Place cenotaph.

CANBERRA, Feb 10 AAP - The Australian Greens are demanding the Gillard government explain
whether it privately supports uranium sales to India.

Leaked WikiLeaks cables reveal Resources Minister Martin Ferguson told US officials
in 2009 a deal to supply India with nuclear fuel could be reached within years.

The stance contradicts the government's public position of insisting that India sign
up to the Nuclear Non-Proliferation Treaty before being allowed to import Australian uranium.

Greens nuclear spokesman Scott Ludlum says it appears the government is playing a "double game".

"I swear some days you can smell the uranium on Martin Ferguson's breath," he told
reporters in Canberra on Thursday.

The Greens are demanding the government make a statement of clarification to parliament
on Thursday.

Labor senator Doug Cameron says Australia should not entertain the idea of trading
uranium with India until the developing nation met international obligations.

The opposition says it is encouraged by signs the government appears to be more flexible
on uranium sales.

"It finally seems that the Labor party is showing some commonsense on this issue,"

opposition resources spokesman Ian Macfarlane told reporters, adding that it made no sense
not to sell uranium to India.

India has been lobbying the Australian government to overturn its ban on uranium sales.

Australia controls the world's largest known resources of uranium, and is the third
largest producer of uranium after Kazakhstan and Canada.

VIC:Towing company fined for workplace death

A towing company has been fined 450-thousand dollars over the death of a young Melbourne
father who was crushed to death while unloading an excavator.

30-year-old DAMIAN DES BARRES was crushed when the 20-tonne excavator tipped and fell
on him as it was being unloaded from a trailer at Narre Warren in January 2007.

Nationwide Towing supplied the trailer .. which was the wrong size for the excavator
.. and pleaded guilty to failing to maintain a safe workplace.

Mr DES BARRES had been a father for just 17 days.

Victorian County Court Judge MICHAEL BOURKE ordered 60-thousand dollars compensation
be paid to the family .. saying they've suffered a terrible loss and their grief is on-going.

Fed: Refugee advocates condemn Curtin decision

The government's rejected suggestions the continued influx of asylum seekers could
pave the way for the Baxter Detention Centre in South Australia to be re-opened.

The mayor of Port Augusta .. JOY BALUCH .. is among those who believe tjhe centre could
be re-opened .. telling the ABC if the federal government can re-open the Curtin detention
centre in Western Australia .. they'd be stupid enough to re-open Baxter.

The Greens have expressed a similar view .. but a spokeswoman for Immigration Minister
CHRIS EVANS says there are no plans to re-open Baxter.

Human rights groups have condemned the government's decision to re-open Curtin .. saying
it'll have a negative impact on the health and wellbeing of asylum seekers.

Fed: Ten tested for swine flu in Qld

BRISBANE, April 28 AAP - Ten Queenslanders are being tested for deadly swine flu and
one passenger has been detained after returning from Los Angeles displaying symptoms.

Two other people in Queensland were cleared of the virus on Monday after exhibiting
symptoms and another two were cleared during the weekend.

Queensland chief health officer Dr Jeannette Young told ABC Radio that the person detained
on Tuesday's flight would be tested.

"[We'll] then work through whether it's likely they meet the case definition, take
swabs, if we do think they've potentially got this new swine flu, then we'll give them
a face mask and ask them to go home and minimise contact with other people," she said.

Premier Anna Bligh is holding a press conference to discuss the suspected cases.

SYDNEY, Dec 23 AAP - Engineers are trying to push a shattered window on the 34th floor
of Sydney's Hilton Hotel inwards, to stop it crashing to the street below.

Police closed off a section of Pitt Street between Market and Park Streets in Sydney's
CBD soon after 7am (AEDT) on Tuesday morning to ensure public safety, a spokeswoman for
the hotel told AAP.

She said she was unsure how the 2m x 2m glass panel had shattered, but a protective
coating was holding it in place.

A crew of structural engineers have descended down the face of the building in a gantry
to push the window into the room.

Pedestrians are being diverted to nearby George and Castlereagh streets and police
are unsure when the road will reopen.

The closure of Pitt St has also affected the city's monorail, with the operator Veolia
Transport having to cancel services.

"We got a call from police ... to say that we needed to stop operating," a Veolia spokeswoman
told AAP.

BEIJING, Aug 16 AAP - Like a bolt from the blue, the most aptly named sprinter of all-time
streaked into Olympic history tonight.

Jamaican Usain Bolt, until three months ago better known as a gifted 200m runner, smashed
his own world record to win the Olympic 100m title in 9.69 seconds.

It wasn't even close.

Bolt, 21, was so far clear of the field with 20m to run that he started waving his
arms in celebration and pumping his chest in triumph before crossing the finish line.

Richard Thompson from Trinidad was a surprise silver medallist in 9.89 and American
Walter Dix took the bronze in 9.91.

But the most important race of the Olympics is all about the winner - and never more
so than tonight.

Bolt obliterated his previous world record of 9.72 set in New York on June 1, becoming
the first-ever Jamaican to win the Olympic 100m title.

Countryman Asafa Powell - still searching for a first major title after finishing fifth
at the Athens Olympics and third at last year's world championships - was never in it.

He finished fifth in 9.95 as the top six place-getters all dipped around the 10-second mark.

Last year at the world championships, Powell admitted to panicking after going into
the race won by American Tyson Gay as the favourite.

Tonight it wouldn't have mattered what Powell did.

Bolt was in a class of his own.

The third member of the big three coming into the Games - reigning world champion Gay
- didn't even make it to the gold medal race after being run out in the semis in 10.05.

Gay only returned to competition yesterday for the first time after recovering from
a hamstring tear suffered at the US Olympic trials in early July.

"I just didn't have nothing in me today, I ran as fast as I could and I gave it 100
per cent," said Gay.

"I focused on the Olympics, so I'm disappointed.

"The injury was a setback to my training but that's no excuse because the hamstring feels fine."

The writing was on the wall tonight in the semi-finals when Bolt clocked 9.85 despite
easing up 25 metres from the line.

And in the final he ran the 100m like no man has done before.

The second round of the women's 100m also had a distinctly Jamaican feel, with the
Caribbean island's three competitors, Kerron Stewart, Sherone Simpson and Shelly-Ann Fraser
clocking the three fastest times.

The most notable non-qualifier for tomorrow's semis was former European champion Christine
Arron of France.

Controversial Russian Valeriy Borchin won the men's 20km walk, with Jared Tallent claiming
Australia's first athletics medal of the Games with bronze in a time of 1:19:42.

Reigning world champion Valerie Vili of New Zealand claimed gold in the shot put, winning
with a personal best of 20.56m.

Natallia Dobrynska of Ukraine won the heptathlon with 6733 points, while Australian
Kylie Wheeler finished a creditable 11th with a PB of 6369.

NSW: Millions of dollars cash found during raids of Sydney homes

Police haven't started counting it yet .. but they say the bundles of cash they seized
in drug and weapon raids in western Sydney .. could be worth as much as five million dollars.

They say the money .. much of it hidden in wall cavities .. is the profits from drug
dealing and gun running.

Assistant Commissioner DAVID HUDSON says police haven't actually started counting the
cash yet .. but have estimated the haul between four and five million dollars.

He's told Macquarie Radio it's already been put through certain forensic examinations
after being found during raids on seven properties yesterday.

The raids were part of an investigation into the supply of illegal firearms and drugs
.. which has now seized a total of up to seven million in cash.

Mr HUDSON says three men charged with drug offences during the past 15 months will
now face more charges .. and one of them's due to appear in Liverpool Local Court today.

BRISBANE, Dec 5 AAP - Four teenage firebugs went on a rampage in Brisbane that caused
$289,000 of damage to community facilities, a court has been told.

The Marchant Park Cricket Club at Chermside was set ablaze during the crime spree on
the evening of April 24 last year.

The fire destroyed three lawn rollers and a warehouse shed.

The teens also damaged a children's playground and burnt property - including a shadecloth
and chair - at Geebung's John Wesley Gardens retirement centre.

Further details of the destructive rampage were not read out in court, but police at
the time also alleged the teens were responsible for a grass fire at nearby 7th Brigade
Park.

A statement of facts tendered in court said the teens also drove scissor lifts around
a construction site, using them like dodgem cars to smash into each other.

Ashley Robert John Edwards, now 19, Jake Murray, 19, and Zane Lawrence Mullaney, 18,
all pleaded guilty today in the Brisbane District Court to a string of offences relating
to the evening of mayhem, including arson, wilful damage and entering premises with intent.

A fourth offender, who was just 15 at the time and therefore cannot be named, has also
pleaded guilty to a string of similar charges.

During today's court appearance, it was revealed that at least two of the teens had
been drinking heavily prior to the offences.

The court was told Murray was so drunk when he was picked up by police that they were
unable to interview him for several hours.

Judge Julie Dick adjourned sentencing the adults until next week.

The juvenile will be sentenced early next year after a pre-sentence report.

Civil libertarians say an overhaul of Queensland's double jeopardy laws .. could lead
to the jailing of innocent people.

The state government is set to back a private members bill from Independent MP for
Nicklin PETER WELLINGTON .. which would enable an acquitted person to be retried if fresh
and compelling new evidence emerged in a murder case.

The 800-year-old double jeopardy rule prevents people from being tried twice for the same crime.

Queensland Council for Civil Liberties president MICHAEL COPE says the amendments would
encourage sloppy policing .. and undermine a fundamental principle of the state's legal
system.

Vic: Authorities urge safe driving over holiday period

MELBOURNE, Dec 21 AAP - Victorian authorities have urged motorists to slow down, stay
sober and take extra precautions on the state's roads this holiday period.

Sixteen people were killed in road accidents in the 15 days of the Christmas and New
Year period last summer, Victoria Police Chief Commissioner Christine Nixon said today.

"This included five on Boxing Day," Ms Nixon told reporters in Melbourne.

"And of the 16 who died, nine were victims of someone else's error and carelessness
(and) one of them was a two-year-old boy."

Ms Nixon warned that traffic police would again stage major road safety blitzes across
the state, targeting speeding, drunk and drugged motorists.

"If you do the wrong thing, you'll get caught, worse, you could be injured and worse,
you could be killed," Ms Nixon said.

The official Christmas road toll period starts at midnight (AEDT) tonight and continues
until midnight on January 5.

Thirteen people were killed on Victoria's roads in the same period last year, preceded
by 16, 20, 15 and then 12 deaths going back to the summer of 2000-01.

Victorian Premier Steve Bracks also urged motorists to take regular breaks as they
drive to holiday destinations.

"You want to get there as quickly as you can because you want to enjoy yourself, but
just think about the fact that you want to get there safely - arrive alive," Mr Bracks
said.

Thousands of Sydney's peak hour commuters are being held up on a motorway after a
pile-up involving three trucks and two cars.

By just before 5pm (AEDT), all three westbound lanes on the M5 Motorway at St Georges
Rd in Sydney's south-west were still closed following the 2.30pm accident.

Car cars on the eastbound carriageway were at a standstill

A NSW police spokeswoman says a man, 30 and a woman, 35, were trapped in wreckage,
but released after 40 minutes and taken to Liverpool Hospital with minor injuries.

The spokeswoman says there were five people involved in the accident, one in each vehicle.

Traffic is being diverted at King Georges Road and police are advising motorists to
avoid the area.

It's not known when the M5 will be re-opened.

According to the deal StarBand will supply 3,700 VSAT (very small aperture terminal) for the satellite communications besides support operations. StarOne held by Embratel and operator of European satellites SES Astra, will be the network carrie and also in charge of the commercialization of Internet access in the residential and small sized companies market. E.W. SCRIPPS TARGETING 'NET OPPORTUNITIES.(BUSINESS)

The E.W. Scripps Co. on Monday launched an interactive media unit designed to find business opportunities on the Internet and other new media.

Frank Gardner, 57, the company's senior vice president/television since 1993, will lead the new unit. He was appointed senior vice president/interactive media.

Cincinnati-based Scripps plans to build on Web sites it already has for its TV channels: Home & Garden Television (hgtv.com), the Food Network (foodtv.com) and Do It Yourself (diynet.com). United Media, the company's licensing and syndication subsidiary, operates comics.com.

Scripps also said it is looking for opportunities in wireless applications, interactive television and digital broadcast TV.

''Frank Gardner's role will be to lead an interactive media SWAT team that zeroes in on the ideas and technologies that hold the most promise for Scripps,'' said William R. Burleigh, Scripps' chairman and chief executive officer.

Gardner has supervised the start-up and growth of the company's Home & Garden Television cable channel, acquisition of the Food Network cable channel and the 1999 beginning of Do It Yourself, an interactive television and Internet channel.

He also oversaw Scripps' 10 broadcast television stations. James M. Hart, senior vice president of the company's broadcast subsidiary, has been directing day-to-day operations of the Scripps television stations and will now have total responsibility for the group.

Gardner joined Scripps in 1976 after serving as news director at CBS-owned television stations in Chicago and New York. For Scripps, he served as general manager of WCPO-TV (Channel 9) and corporate vice president in charge of broadcasting before he left for two years beginning in 1991 to become senior vice president/news programming for Fox Broadcasting Co.

Scripps is one of 12 broadcast companies that have established iBlast, a company that will deliver music, video, games and software over the digital television spectrum to consumers.

Gardner's interactive media group also will work with the company's venture capital fund, Scripps Ventures, to identify strategic opportunities that would fit with existing Scripps businesses.

Scripps is a diversified media company whose properties include The Post and 18 other daily newspapers.

New-tech media

Scripps' new-media strategy includes investments in interactive technology companies, including Pentawave and Zatso (formerly ReacTV) that are developing publishing and broadcast Internet applications.

Scripps also owns 12 percent of AdOne, which operates the national, online classified advertising site ClassifiedWarehouse.com.

ASI Solutions Incorporated (Nasdaq:ASIS) reported today that net income for its fourth quarter ended March 31, 1999, increased to a record $922,000, or $0.14 per diluted share.

For the same quarter a year ago, the company posted net income of $874,000, or $0.13 per diluted share. ASI, a leader in human resources outsourcing services, posted revenue of $14.7 million for the period this year, compared with $12.9 million for the fourth quarter of 1998.

For fiscal 1999, ASI had record results. Revenue of $59.7 million was up 71%, compared with $34.9 million in fiscal 1998, as net income increased 80% to $3.8 million, or $0.58 per diluted share, from $2.1 million, or $0.33 per diluted share, for the prior year.

SUPREME COURT RULES ON VIDEO GAMES LAW.

WASHINGTON -- The following information was released by the Computer and Communications Industry Association:

Today the Supreme Court handed down its long-awaited decision in Brown v. Entertainment Merchants Association, invalidating a California law which purported to restrict the sale of violent video games to minors. Seven members of the Court voted to strike down the law. Justice Scalia wrote the opinion for the majority.

Since many video games are directly downloaded online, the Computer and Communications Industry Association was concerned this case could have implications for states trying to regulate Internet content. CCIA and others filed amicus briefs supporting the respondent. The following may be attributed to CCIA President Ed Black:

"We are encouraged that the Supreme Court declined to endorse government regulation of speech in the form on interactive computer games. Every new form of expression, including motion pictures, comic books, television and the Internet, has been threatened by the eager hand of the censor. mHealth: patients and doctors are jumping on the mobile app bandwagon, changing health care as we know it.(TECHNOLOGY)(Cover story)

Got kidney stones? There's an app for that--and for just about every other clinical and administrative function. As mobile applications reshape health care, hospitals will be pressed to keep up.

"The No. 1 thing that patients can do to reduce their risk of kidney stones is to drink more fluid. But people don't drink as much as they think they do, so how do you keep track?" asks William Johnston III, M.D., a urologist practicing at NorthShore University HealthSystem in Chicago's northern suburbs.

Johnston's answer is a mobile app he developed for the iPhone. Since going live on the Apple Store in June 2010, the free program has been downloaded more than 2,500 times.

Every time a patient drinks a soda or coffee or a glass of water, he opens the app, taps a picture of the beverage and enters the amount. The application automatically tracks the quantity and displays it as a percentage of the daily target--typically set at 75 ounces. It also charts fluid intake over the last week and month. It even can e-mail the information right to a physician.

"Patients are mobile, so this makes it easier to keep accurate records and get them to the physician," Johnston says. Currently, clinic staff must transfer data manually from the app to NorthShore's sophisticated electronic medical record, but Johnston is working on systems that will enable mobile apps to populate patient health records directly.

But does the app really help patients drink more--or reduce kidney stones? "Our observation in clinic is it definitely does," Johnston says. "When they start using it, most patients find they are not anywhere dose to the goal. If you look at it in the afternoon and you are at 25 percent, it makes you want to drink some water. I use it myself." He is planning a clinical trial to measure the impact of the app on patient behavior and outcomes.

He's also developing an app to help patients with enlarged prostates monitor urine flow. Other apps will provide prostate surgery patients with day-by-day perioperative and discharge instructions---complete with checklists, warning signs, and automated medication and follow-up appointment reminders.

"If the patient is at the mall and they see blood in their urine after prostate surgery, the information they need is right in their pocket. If they need help, they can call or message right away. It really opens up a new frontier for patient care, patient safety and access to doctors," Johnston says.

17,000 Apps--and Counting

As of November, there were more than 17,000 medical applications available for download from major app stores for the Apple iPhone and iPad, and for smart phones and mobile computers using the Android, Microsoft Mobile, Blackberry, Palm and Symbian operating systems, says Ralf-Gordon Jahns, head of research at research2guidance.com, a Munich, Germany-based IT consultancy specializing in mobile technologies.

And that's just the consumer end of the market, which is dominated by mobile phone operators and specialized health care firms. Countless mobile apps exist or are being developed by traditional health care providers, device manufacturers, pharmaceutical manufacturers and researchers around the world. They range from dedicated devices linked to glucometers and blood pressure cuffs that have been around for more than a decade to new applications that take advantage of the accelommeter and GPS capabilities of the latest smart phones to detect and automatically report patient falls and even elopements of patients with dementia. Bluetooth-enabled scales and other detectors that will automate home monitoring of a wide range of clinical conditions also are hitting the market.

Applications for monitoring patients and accessing electronic records inside the hospital using smart phones and tablets also are proliferating. Indeed, many major electronic medical-record suppliers now are developing interfaces that can run as native applications on mobile devices. "Our Haiku application for physicians and nurses allows users to look up any patient in the system and review the chart, notes, labs, X-ray results, medications. Everything that is in the chart can be viewed on the iPhone," says Sam Butler, M.D., a pulmonary and critical care specialist who is now a clinical informatics team member for Epic. The iPhone app also supports clinical scheduling and dictation, and e-prescribing is in the works. An iPad version also is being developed. Epic, as well as other EMR suppliers, also makes personal health records available to patients over the Internet.

But more significant than the sheer volume of apps is the growing public acceptance of the technology and the increasing ability to integrate capabilities, which heretofore largely have been siloed in phones or dedicated devices, into the mainstream workflow of providers, Jahns says. He points out that many remote applications have been around for years, but haven't gotten past the trial stage because of provider concerns about privacy and a lack of a standardized way to engage patients. But with the broad acceptance of smart phone apps, he believes the tipping point is at hand.

"In the next three to five years, we see the likelihood that doctors and patients both will realize they have smart phones, and there will be discussions like 'I see an app for my condition. Is there a chance to include it in my treatment plan so I don't have to come in all the time?'" Jahns says. Insurance arrangements that reward use of efficiency-creating technology, either directly or through arrangements such as global payment for episodes of care, will cement the deal. He projects that by 2015, 500 million of an estimated 1.4 billion smart phone users worldwide will use an mHealth app--and millions of U.S. baby boomers will be at the forefront.

Jahns also believes that health care providers, as well as pharmaceutical manufacturers, will supplant mobile phone companies as the primary distributors of mHealth apps, with diabetes management leading the way. Until now, charges per download and data transmission charges have paid for mHealth apps, but increasingly the funding will come from providers who can leverage the technology to improve efficiency, and pharmaceutical companies that can use it as a promotional and advertising vehicle, he believes.

"Patient demand is driving it," Jahns says.

The iPad Effect

And so will physician demand, says William Phillips, vice president and chief information officer of University Health System in San Antonio, a 500-bed county-owned facility that conducts more than 550,000 outpatient visits annually. The main reason is the iPad. Nineteen million of them were sold in a mere nine months after they were introduced. That caught the e-media punditry off guard, and their popularity among physicians startled hospitals and EMR developers.

"We anticipated that mobile apps were coming, but we weren't quite prepared for the iPad," Phillips says. '"They [physicians] are buying their own and asking, 'Can you connect this with the hospital network?' The portability, intuitive interface and 10-hour-plus battery life made it an instant hit with clinicians. The quality of radiology images is actually better on the iPad than on some of the hardwired clinical workstations."

Doctors like the device because it allows them to keep tabs on more patients without being physically present--a big plus in these days of shrinking reimbursement For example, anesthesiologists at Emory University developed an iPad app that allows them to monitor patients before and after surgery, increasing their efficiency as well as improving patient safety.

Responding to physician demand, University Health System developed a Citrix interface, which is a commercial program that not only allows remote access to PCs and other computers, but also allows physicians to use their iPads to use the system's Allscripts EMR. Traffic over the hospital's Wi-Fi network has increased by about one-third since the Citrix app went online, Phillips says.

Like many emerging eHealth apps, integration with commercially available mobile devices appeared decisive. Allscripts is developing a native iPad interface, and Phillips expects it to be available by year's end.

But the advantages to even the Citrix interface, which may be slower than a native application and restrict access to some EMR functions, are so compelling that he already has begun implementing it in some nursing units. "We wanted to wait for the native app, but we couldn't."

Phillips notes that the cost of the iPad is about one-third of a similarly capable laptop. Essentially, it is set up as a dumb terminal accessing the main EMR database. All data processing takes place on the secure computer system, which communicates wirelessly with mobile devices using appropriate encryption and other data safety features. The battery life and convenience of recharging the device is a huge advance over the typical computer on wheels, or COW, which requires not only a laptop computer, but also an expensive cart and mobile battery to ensure it can make it through an 8- to 12-hour nursing shift. "The cost of a COW is up to six times [that of] an iPad," Phillips says

Of course, it's also a lot easier for nurses to tuck an iPad or similar device under their arm than to push an unwieldy COW from room to room, all the time worrying about when it will need to be recharged--in a location that does not violate Joint Commission standards for keeping hallways clear. That's no small advantage for nurses who often are being asked to care for more and more patients. Moreoever, iPads eliminate the fight for COWs that can take place at the beginning of shifts.

While the durability of iPad battery life is an open question, so far it is even longer than the 10 hours advertised, Phillips says. In its new inpatient facility, University HealthSystem is incorporating not only iPad docking stations in patient rooms, but also a much more robust mobile wireless network, including antennae in stairwells and lobbies, to support an anticipated geometric increase in clinical mobile use within the hospital.

Moving Target

But while the expansion of mobile health apps seems inevitable, the precise technology that will be needed is an open question. For example, the latest Wi-Fi protocol--802.11n--allows communication over 5 GHz transmitters as well as the earlier 2.4 GHz bands, and may interfere with 2.4 GHz 802.11a-g transmissions from existing devices. The upcoming 802.11ac standard may jam existing 2.4 GHz signals altogether. This could require hospitals to install new antennae to keep up with changing standards, as well as higher-capacity wireless routers to keep up with growing bandwidth demands.

"Ten years ago, who knew that 802.11n at 5.2 GHz would be in place today?" says Scott W. Johnson, vice president of communications planning for engineering firm SSR Inc. in Nashville. "If you installed 2.4 GHz antennae, you may be ripping it out today. The industry has not been very good at future-proofing technology."

Cellular substations inside the hospital also may need to be installed to accommodate physicians who want access over the GSM network used by AT&T as well as Verizon's UDMA, both of which now support the iPhone, the most popular smart phone in the United States. And potential interference with existing hospital telemetry equipment, RF devices as well as medical devices such as pacemakers, must be addressed.

More profound is the impact mobile devices will have on provider workflow--and even the balance of inpatient versus outpatient facilities health systems require. "Transformation care for us means extraordinary care for every patient, compassionate service, coordinated care and exceptional clinical outcomes," says Curt Kwak, CIO for western Washington State for Providence Health & Services in Washington and Montana.

"We believe adoption of mobility technologies will enable us to get there, but mobile technologies are not the only factor in becoming a transformation force." To help determine the strategic role of mobile apps and infrastructure--and the level of investment required to support them--the system regularly addresses the issue in information systems staff meetings and with clinicians. The system has developed a plan for working with mobile application developers to support its transition to incorporating them into its delivery system, Kwak says.

And while the migration to standard commercial devices opens up the market by making mobile apps available to both physicians and patients, it also presents substantial security risks, Phillips notes. Maintaining control over how smart phones and tablets connect to the health system network will be critical, as will constant upgrades to ensure data security.

Given the level of infrastructure investment that may be required--and the uncertainty of future needs--SSR's Johnson recommends that hospital leaders assess where they and their competitors are in the market, and decide how much they need to spend to remain competitive.

In building or renovating facilities, he also advocates a flexible design strategy. It may be wise to invest in wiring or conduits that can support greater bandwidth, and to position mobile antennae stations in places where they can be reached easily for upgrades without disrupting patient care.

"You never know what technology to anticipate," Johnson says. "The iPad was in development before the iPhone, but they elected to go with the iPhone first. Now that the iPad is here, all the developers are in a reactive mode. The need for CIOs to put connectivity and security in place to accommodate the iPad is one thing we didn't see coming. Private equity's view of magazine publishing not what it used to be: crushed under high debt and revenue declines, some publishers are seen as low-growth assets.(MEDIA M&A REPORT 2010)

The Magazine Industry saw private equity-fueled acquisitions grind to a virtual halt in 2009.

Even beyond magazines and media, private equity contracted in 2009. According to recent figures from Dow Jones LP Source, U.S. private equity fundraising last year closed its worst year since 2003 with 331 funds raising $95.8 billion, down a whopping 68 percent from $299.9 billion in 2008. Mezzanine funds raised only $3.3 billion for 20 funds, a decline of 92 percent compared to $43.1 billion the prior year.

Many major PE-backed publishing companies faltered under the weight of gargantuan debt, drastically reduced revenues, rising production costs and plummeting EBITDA.

"When you have a distressed situation, from both the private equity and company standpoint, you must focus on the short term--not just short term EBITDA but also cash flow," says a CEO of PE-backed publishing company who wishes to not be identified. "When times are good and you're hitting numbers, paying down debt and creating value, everyone loves you and your private equity partners are probably easy to work with. But dramatic times like these differentiate the value of those partners--how they respond in terms of interaction with publishing management teams and how creative they are about keeping the business going and reengineering the capital structure."

A New Set of Rules

What's left is a new paradigm for revenue generation. Publishers are still trying to harness and monetize new digital content distribution channels but the "ambiguity and complexity" involved in publishing's technological transformation affects the number of investors who are active in the industry now, says Austin Ventures principal Matt Bowman.

"Today, greater emphasis has to be placed on evaluating the 'what can be' instead of the "what currently is,' given how quickly the onset of digital distribution has taken hold and continues to constantly evolve and affect traditional print models," says Bowman. Among Austin Ventures' publishing assets are Complex Media and Asset International.

But having a well-defined digital strategy is complicated. "The common belief today is that magazine advertising is in a systemic decline not just a cyclical decline," says Hal Greenberg, a partner at VSS Structured Capital. "The growth in Internet dollars has also slowed dramatically and does not even come close to compensate for the loss of traditional print dollars."

Deal Volume Slow, But Not Dead

Although many PE firms now consider magazine companies cyclical, low-growth assets, acquisitions are still happening--for opportunistic prices. Late last year, Nielsen Business Media sold its eight media/entertainment brands to e5 Global Media, a new company formed by private equity firm Pluribus Capital Management and financial services firm Guggenheim Partners.

Another deal, in January, saw The Economist Group sell a majority stake in CFO Publishing to private equity firm Seguin Partners. "We consider CFO to be a high quality content provider," says Seguin managing partner Martin Madden. "The magazine is an integral part of the business, as are the Web site, conferences and research. We and our management partners have high expectations for CFO over the next several years."

Archbishop of Canterbury advocates sharia for Britain.(UNITED KINGDOM)(Brief article)

LONDON -- On Feb. 7, Rowan Williams, the archbishop of Canterbury, head of the Anglican Church, said that Britain should allow Muslims to use sharia law alongside the British legal system. He said the introduction of sharia in family law was "unavoidable." Williams said Jews and Catholics also should be allowed to uses "plural jurisprudence" in matters of religious conscience; for example, Catholic organizations should be able to avoid laws banning discrimination against lesbians and gays.

There was a great outcry in the press and on the Internet denouncing the archbishop's idea. A spokesperson for Prime Minister Gordon Brown said the prime minister did not "welcome or support" the idea and that people in Britain would have to live according to British law.

There are 1.5 million Muslims in Britain, which has a population of 60 million. The archbishop said he wasn't advocating "extreme punishments" or "the attitudes to women" in some states that practice sharia.

Presumably Williams didn't want Muslim men to be their wives' guardians or to be able to divorce them by saying "I divorce you," three times, but what indeed did he mean?

Deutsche Telekom to rollout fiber optic network, new products, services.(BROADBAND BEAT)

Deutsche Telekom will invest some 3 billion [euro] ($3.7 billion) over the next few years to deploy an optical fiber network with speeds of up to 50 Mbps in Germany. This step and the merger of T-Online with Deutsche Telekom are part of the company's effort to provide German consumers with triple-play services--high-speed Internet access, top-quality fixed and mobile telephony and "individually accessible" entertainment offerings. The company will also significantly increase the speed of broadband access via its mobile phone network.

T-Com, T-Mobile and T-Online, the company's consumer facing operations, showcased innovative devices like a dual phone plus new services and rate options in the run-up to the Internationale Funkausstellung (IFA) trade show in Berlin.

"We are perceived as an intelligent integrated telecommunications group and our philosophy is clear: first the customer, then the technology," said Deutsche Telekom chairman Kai-Uwe Ricke. "At the same time, we are also convinced that there is not 'just one' customer, either in the consumer or the business customer segment. We must target a range of different customer groups and interests with a variety of products. We are now making tomorrow happen."

One Line Connects to Muldimedia World

Walter Raizner, a member of the board of management responsible for broadband/fixed network at Deutsche Telekom, talked about "joining the top group of broadband states" in referring to plans to construct a high-speed network. The company intends to provide the country's 50 largest cities with high-speed broadband lines by 2007, speeds up to 50 Mbps. The first cities will be connected by 2006, enabling 2.9 million homes to connect.

"Our vision is to give the customer access via one single line--i.e. our broadband connection --to the wealth of the multimedia world, using a range of devices: at present telephones, televisions, PCs, video telephones and multimedia boxes. The benefits of this for our customers are obvious. They will have easy access to super fast Internet, video, games offers, high-quality general entertainment and interactive learning," said Raizner.

A few hundred participants can participate in pilot trials in Stuttgart und Hamburg with high speeds up to 25 Mbps for six weeks free of charge.

Increased Wireless Broadband Speed

The company will also increase the speeds of broadband access on its mobile phone network. Rene Obermann, member of the board of management responsible for mobile communications at Deutsche Telekom, said the faster service will be available wherever T-Mobile already offers coverage. He said the company would offer a high-speed mobile experience outside its WLAN network, which offers access to 16,500 hotspots worldwide.

Speeds, Obermann said, will initially increase to up to 1.8 Mbps and will gradually increase to up to 7.2 Mbps. These higher speeds will permit complex intranet applications to run, Internet pages to be accessed quickly and significantly reduce the time spent waiting for pages to load.

Deutsche Telekom is also deploying fixed-mobile convergence, which, for example, avoids having duplicate contracts, bills, answer phones and address books.

T-Mobile is developing a new product called mobile@home for customers that also want to use their cell phone at fixed-network rates within their homes. The service also lets customers receive calls on their cell phone while at home at inexpensive fixed-network rates as well as make cheap calls from their cell phone at home via Germany's fixed-line network.

The company defines the home as the area up to two kilometers (1.2 miles) from the home structure itself. The offer will be launched commercially in the first quarter of 2006.

Dual Phones

Further blurring the lines between landline and cell phones, the company is also coming out with a new device called a dual phone, which exemplifies the fixed-network convergence. It promises the benefits of a landline--low per-minute rate, reliability and sound quality--with the mobility of a cell phone, all on the same device. It will give consumers a single phone number, a single bill and a single point of contact.

At home, customers make calls through the landline network just as they now do. At a Wi-Fi hotspot such as a coffee shop or airport, users access the Internet via a wireless network. On the go, customers make calls using the standard GSM technology that cell phones use.

Dual phones allow users to continue using their DSL/wireless LAN hardware and new services such as synchronizing with the Outlook address book, video telephony or access--even on the go--to centrally stored MP3 files on their PC. The device is to be launched in Q2 of next year.

Another convergent product is the enhanced version of the T-Box. Starting on October 1, T-Com will be offering customers the option of answering calls not only for their own landline number, but also for mobile numbers, irrespective of the mobile provider. Regardless of whether the call is made to the landline or mobile line, it will be forwarded to the same voicemail--the T-Box. This means that T-Net customers only need to listen to their message on one answer phone--and even that is free.

Another future-oriented T-Com product is the SIP phone, which combines voice and video communication in one device. In addition to conventional telephone calls and conferences, it is also possible to receive video messages and look the person being called in high-definition quality.

E-mails, faxes, SMS and MMS messages are downloaded with a Session Initiation Protocol (SIP) phone and stored by a central "answering machine." The device also offers fast access to numerous information and entertainment services: the latest headlines, traffic information, emergency service information, and shopping and activity tips. The company's T-Online operation says it's making a "significant move" toward digital media communication and entertainment from a single source with the "T-Online S 100" box, which delivers home entertainment via DSL Internet access. The device, known as an IP streaming set-top box, is included in the T-Online Vision package together with a splitter for connection to both the DSL network and the Speedport W 500V--a combination of DSL modem, router and DSL phone adapter. The T-Online Vision package will be available for purchase as a starter deal for 49.95 [euro] ($61.92) starting in November.

Ringtones have become popular with mobile phone users, and Deutsche Telekom is taking the phenomenon a step further. The company plans to offer ringtones and more for its landline phones. Its "Music & Fun" service will offer ringtones, sound logos, greeting messages, background sounds and jingles as well as cult ringtones. Musical hits, anthems and film soundtracks can be ordered.

T-Mobile already offers a service called "web'n'walk" that allows cell phone users to access the Net when using Internet-optimized mobile devices. The service is now available in Germany and Austria and will be available during the next year in Great Britain, the Netherlands and the Czech Republic.

"With web'n'walk we are giving vital impetus to mobile Internet usage," said Obermann. "We are paving the way to free Internet for our mobile customers." web'n'walk lets customers click onto their favorite sites wherever they happen to be, retrieve information and subscribe to entertainment offers. The company says it expects all its data-enabled cell phones will be web'n'walk devices in five years' time.

In addition to the free Internet services web'n'walk and Mobile TV, music is another market segment the company's T-Mobile operation is focused on. T-Mobile gives fans the opportunity to download and listen to exclusive content before it is released and to place images of their favorite star on their cell phones. The initial services, such as ringtones, sound logos and song clips are already available at IFA. The Sony Ericsson Walkman W800i provides optimal support for this content.

T-Mobile will be cooperating with the market-leading Musicload online music service from T-Online in the future. This enables entire pieces of music to be downloaded with high sound quality to cell phones like the Nokia 6680, the MDA com-pact and the SDA II. Over 300,000 full titles are currently available in the "online record shop." At Christmas, additional offers will be available on the popular iTunes platform.

The Family Whiteboard is one of the first products from the T-Com House to be introduced on the market. This interactive electronic bulletin board simplifies everyday household organization. Each user has their own personal mailbox, where messages can be left--by e-mail, SMS, MMS or phone call.

Anyone leaving the house can call up a variety of information about, for example, current bus and train departures, the weather or the latest stock exchange prices. A pilot test will be under way from the end of 2005 for 200 families and households.

The PC games market is a rapidly developing growth sector.
